Team Management Services Ltd, a Project & Construction Management consultancy practice was established in 1999 and incorporated in 2001 and undertook multiple projects including housing estates, office developments, hotels and commercial retail developments in the East African region.

In 2007, Team Management Services joined with other practices in Architecture, Quantity Surveying, Structural/Civil Engineering and Electrical/Mechanical Engineering to establish TMS Consulting Group Ltd which was incorporated in 2007 as multi-disciplinary practice with all the founding firms as fully owned subsidiaries.

Working within the multi-disciplinary team approach to appraisal, design, documentation and execution of modern construction projects, TMS Consulting Group offers Project Management and Construction Management services to its diverse clientele that includes project owners, developers, financial institutions and other interested parties in the development of the built environment.

As Construction & Project Managers, TMS Consulting Group coordinates all the activities of the development and the functions of the development team, in order to set clearly defined objectives and to ensure that these objectives are achieved in an efficient and effective way.

The Project Manager not only leads but also inspires team spirit amongst the various team members at all stages, and be able to prioritize the time, cost, return and quality objectives at each stage of the development. For the Project Manager to be effective, it is imperative that the appointment be made at the inception of the development and the necessary authority be vested in them by the Client.

The Project Manager’s role as the leader and overall coordinator of the development team calls for the ability to understand and respect the diverse disciplines of the entire team. The Project Manager’s relation with their Client must be defined clearly upon appointment. The areas where decisions may be taken without consulting the Client must be established, and the conditions of engagement agreed so that the Project Manager knows exactly how best to fulfill that role.

Our tasks as project managers in a typical project involve:

  • Defining the Client’s objectives and preparing the project brief
  • Preparing the project feasibility study & funding proposal
  • Studying future occupancy and marketing requirement needs
  • Advising on finance arrangement and obtaining expenditure consents
  • Selecting, appointing, briefing and supervising of an appropriate team of consultants, that may include
  • Architects, Engineers, Quantity Surveyors, Land Surveyors, Valuers etc, with the Client’s consent
  • Coordinating the design process and obtaining requisite statutory and local authority consents
  • Overseeing the project implementation & construction works
  • Commissioning and where necessary, marketing the completed project.

Construction Management deals with the identification of the most appropriate construction techniques, equipment, expertise and materials that apply to a specific project in order to achieve the construction objectives of quality, performance and completion within the project’s overall objectives.

As Construction managers, we;

  • Provide advice during the design and documentation stages on the most appropriate construction techniques and materials specifications, performance and availability
  • Provide management of the construction stage in terms of performance, quality control, programming, reporting on progress, finances and handing over on completion.
  • Identify competent contractors & suppliers
  • Call for and analyze tenders and quotations
  • Negotiate and let contracts
  • Coordinate and supervise contractors and suppliers.
  • Provide optional services that include certifying payments, controlling retention and provision of Clerk of works services.

Construction managers provide the interface between the design process and the realization of the completed development. They help convert the design objectives into physical & tangible assets in the most effective and efficient manner in terms of quality, cost, time and performance.

As construction managers, we coordinate all the construction materials and services procurement activities of the development as defined by the design team. Management skills are vital in fostering a team approach, scheduling works and avoiding disputes in this multi-disciplinary team, to ensure effectively performance in diverse areas of expertise.

To be effective, the Construction Manager should be a member of the design team and should thus ideally be appointed before the design stage. The Construction Manager must be experienced in construction techniques, procurement procedures, and quality control techniques, works programming & reporting methods and possess current information on materials and equipment availability, performance, fixing / installation & maintenance requirements and availability of experienced construction service providers for the various materials and equipment.
